The Chuan estate, where One Chuan Grove is being built, sits inside the Serangoon planning area in the North-East Region — District 19 in the postal-district system that property listings use. This guide sets out how the area is put together.

What the Serangoon Planning Area Covers

Serangoon runs from the Central Expressway in the west across to the Upper Serangoon corridor in the east, bounded roughly by the Kallang River and the Bishan boundary to the north-west and by Braddell and the Woodleigh area to the south. Within it sit several distinct neighbourhoods: the public housing estates around Serangoon Central, the private landed enclaves of Serangoon Gardens, and the predominantly private pocket around Lorong Chuan that includes Chuan.

The Chuan Subzone

Chuan is the western edge of the planning area, hemmed by the Central Expressway on one side and Lorong Chuan on the other. It developed as a private residential enclave and has stayed one: low-rise and mid-rise condominiums, cluster housing and landed streets, with almost no public housing inside the subzone itself.

The two non-residential intrusions are both benign. New Tech Park is a long-established business park on the northern side of Chuan Grove, bringing a weekday population and the food trade that follows it. The schools — St. Gabriel’s, Kuo Chuan Presbyterian, the Australian International School and Stamford American’s Early Learning Village — account for much of the remaining non-residential land.

How Land Is Zoned Around the Chuan Estate

The residential zoning across Chuan carries a range of plot ratios, with the higher intensities concentrated nearest Lorong Chuan and the station and lower intensities through the landed streets. The Chuan Grove parcel is zoned residential at a plot ratio of 3.0, which is at the upper end for the subzone and reflects its position relative to the station.

Green space is threaded rather than concentrated: Chuan Lane Park inside the estate, Kallang Linear Park along the river beyond the expressway, and Serangoon West Neighbourhood Park towards the station.

New Housing in the Serangoon Planning Area

Very little land in Chuan has come to market in recent decades, because the subzone was largely built out by the 1990s and the remaining sites are small. The Chuan Grove parcel, at 170,409 square feet, is the most substantial residential site released there in many years, which is why the tender drew the interest it did.
