On 1 October 2026, URA published its flash estimate for the third quarter. Here are the key figures in order of relevance to One Chuan Grove, a 99-year leasehold condominium of around 550 homes at Lorong Chuan in District 19.

  1. Outside Central Region: +2.2%. Non-landed private homes in the OCR rose 2.2% quarter on quarter, against -0.1% in the second quarter. District 19 falls within this region, so it is the line most relevant to buyers around Lorong Chuan. Note the swing in direction: the previous quarter's reading was slightly negative, and the flash estimate turned that into the largest regional rise in the release.
  2. Core Central Region: -0.1%. The CCR eased by 0.1%, after +1.8% in 2Q2026. A single quarter's move in a region with comparatively few transactions can swing either way, so read it as a snapshot. It is also worth remembering that the CCR line carried +1.8% one quarter earlier, so the two-quarter picture is mixed.
  3. Rest of Central Region: +0.2%. The RCR edged up by 0.2%, a change from -1.2% the quarter before.
  4. Non-landed overall: +0.9%. Taken together, non-landed homes rose 0.9%, compared with -0.1% in 2Q. The OCR figure did most of the lifting.
  5. All private homes: +1.4%. The headline index rose 1.4% in 3Q2026, up from 0.5% in 2Q. Landed homes rose 2.8%, after 2.5% in the prior quarter. Landed homes are tracked separately from non-landed ones, so the 2.8% should not be added to the other lines.

Why the regional split matters

URA reports the private residential index by region because the three markets behave differently. The CCR covers the prime districts, the RCR the city fringe, and the OCR the suburban estates, so a single island-wide figure can hide quite different moves underneath. In this flash estimate, the OCR change was the opposite of the previous quarter's, which is a good reason to read each line on its own.

How to hold these numbers

A flash estimate uses partial-quarter data, and URA's own note says it may differ from the final figures. URA releases the full 3Q statistics on 23 October 2026, so treat these as provisional until then. Regional index moves also say nothing about any individual project, including this one, and they are not a forecast. Check the full release on the URA website after 23 October, when the final 3Q figures replace these, and note any revisions before you draw conclusions.

Buyers considering a launch in the OCR can use the figures as one input, alongside things they can verify directly: the walking route to the station, the schools within reach, the unit mix and the price list when it is released. None of those depends on a flash estimate.

What you can check for yourself is the site. One Chuan Grove stands on the Chuan Grove parcel, about 520 m from Lorong Chuan MRT (CC14); the location page has the map. The project is pre-launch, with the developer, Sing Holdings Residential with Sunway Developments, yet to release pricing.
