Collective Sale Rules: Four Questions

  3. Collective Sale Rules: Four Questions

Collective sales of older developments are set to follow new consent thresholds, and owners ask the same handful of questions about them. EdgeProp published commentary on the changes on 1 October 2026, and the thresholds and safeguards below were cross-checked against the Ministry of Law's page on the proposed amendments to the collective sale regime. The answers are set out as four questions.

What is changing? The consent needed to sell a development that is 40 to 59 years old falls to at least 70% of owners, and for a development aged 60 years or more it falls to 65%. EdgeProp reported that the 40-to-59 band was previously set at 80%. A threshold is the share of owners who must agree before a collective sale can go ahead, so the two lower figures make agreement easier to reach for older buildings, while the younger age bands keep the levels they had before.

Has the change taken effect? EdgeProp reported that Parliament passed the Land Titles (Strata) (Amendment) Bill 2026 on 8 September 2026. The Ministry of Law's page records the Bill's First Reading on 4 August 2026 and says the commencement date will be announced once it is ready,. EdgeProp noted that the law takes effect on a date appointed by the minister and notified in the gazette, so the points in this post describe the framework's content and not a start date.

Question Three: Which Thresholds Apply at One Chuan Grove's Age Bands?

  1. Under 10 years old: at least 90% of owners, unchanged.
  2. 10 to 39 years old: at least 80%, unchanged.
  3. 40 to 59 years old: at least 70%, a new lower threshold.
  4. 60 years old or more: at least 65%, a new lower threshold.

The fourth question is about safeguards, and the Ministry of Law lists three. Initial support needed to convene a general meeting rises to at least 35% of owners, against the existing 20% or 25%. The period for collecting signatures on the sale agreement shortens from 12 months to six. After an unsuccessful attempt, the restriction period before the next one lengthens from two years to three. Taken together, the lower consent levels come with a tighter process, and the details of how each step applies will follow the commencement announcement. The thresholds and safeguards in this post match the Ministry of Law page, while the 8 September 2026 passage date is EdgeProp's account, which is why it is attributed in the sentence that states it. EdgeProp's piece also covers a separate stamp duty remission for housing developers on large collective-sale sites, which this post leaves out because it was not cross-checked against a government source.

Where One Chuan Grove Sits Beside the Collective Sale Rules

One Chuan Grove is a pre-launch, 99-year leasehold condominium of around 550 homes on the Chuan Grove parcel, off Lorong Chuan in District 19, with Lorong Chuan MRT (CC14) 520 m away. The developers are Sing Holdings Residential Pte Ltd (65%) and Sunway Developments Pte Ltd (35%), and the tender for the site closed on 8 July 2025. The collective sale age bands concern existing developments, so they describe the wider ownership rules rather than this project. Project details will be published as the developer releases them; the location page covers the MRT link.
