HDB Flash Index in Three Takeaways

HDB has published its flash estimate of the Resale Price Index for the third quarter of 2026. Here is the short version, in three points and a verdict.

• The number: the index stands at 202.4, which is 0.2% below the second quarter. AsiaOne described it as the third straight quarterly dip. It is a single reading for the whole island, covering resale flats only, so it speaks to the HDB market as a whole rather than to any one town or any one block.
• The label: “flash” means an early estimate based on the transactions available when it was released. The final index follows later, and a small revision when the full figure arrives would be unremarkable. Treat the first reading as provisional until then.
• The limit: an index is a market-wide measure. It cannot describe a single block or a single home, and it says nothing about private condominiums, which URA tracks in a separate series with its own regions. Anyone comparing the two markets should read each release on its own terms.

Verdict: read the figure as a snapshot of one quarter in one market. It is context, and a household's own plans, finances and timeline carry far more weight than a 0.2% move. Anyone following the market will do well to wait for the final figure and to read it alongside the details of the particular home in mind.

For households around Lorong Chuan, that context sits next to a very local address. One Chuan Grove is planned as a 99-year leasehold condominium of around 550 homes on the Chuan Grove parcel in the Serangoon planning area, District 19. The developers are Sing Holdings Residential Pte Ltd, with 65%, and Sunway Developments Pte Ltd, with 35%. The tender closed on 8 July 2025, the award was confirmed on 17 July 2025, and the site covers 170,409 square feet at a plot ratio of 3.0.

The setting is the established Chuan estate, a neighbourhood of low-rise and mid-rise streets with mature planting. New Tech Park lies to the north across Chuan Grove, and the Central Expressway runs past the estate rather than through it. Lorong Chuan MRT (CC14) on the Circle Line is 520 metres away, St. Gabriel's Primary School 380 metres, and Chuan Lane Park 110 metres. Stamford American Early Learning Village is 130 metres away and MindChamps at Serangoon 150 metres. Junction 8 in Bishan is about 1.17 kilometres from the site, and the Kallang River and its linear park lie beyond the expressway. The quiet frontage is a feature of the Chuan estate: traffic on Chuan Grove and Chuan Lane is local traffic, because the through routes run on the expressway. The project is at the pre-launch stage, and the developer will issue the unit mix, floor plans and facilities on release.
