On 29 September 2026, URA released two residential sites under the 2H2026 Government Land Sales Programme, and the two arrived with different labels. East Coast Road is a Confirmed List site with a potential yield of about 85 homes, and its tender closes at 12 noon on 3 December 2026. Serangoon North View is a Reserve List site with a potential yield of about 235 homes. Between them, the potential comes to about 320 homes. The labels deserve a short explanation, because they change how each site reaches the market.
A Confirmed List site is one that the government has committed to offering for tender. There is a fixed closing date, and developers submit bids by that deadline. For East Coast Road, that deadline is 3 December 2026. The parcel comprises two adjoining plots covering roughly 5,503 square metres, or about 59,200 square feet, as reported by Mingtiandi and TheFinance.sg. In pipeline terms, a Confirmed List site is the predictable part of the programme: the timetable is known well in advance.
A Reserve List site works the other way round. Under URA's reserve-list mechanism, the site is placed on the list and then waits. It goes to public tender only when a developer applies for it and submits a minimum bid that is acceptable. If no developer steps forward, the site does not proceed. That is why Serangoon North View, despite its larger potential yield, has no tender date attached to it in the release.
Put the two side by side and the distinction is about certainty. A Confirmed List site gives a firm tender date, while a Reserve List site depends on developer interest. Neither label says anything about prices, demand or how any nearby project will perform, and it would be a mistake to read the release that way. It is best understood as a calendar of what is on offer and under what conditions.
For a project that has already been through the process, consider One Chuan Grove. The Chuan Grove parcel is a 99-year leasehold site in District 19, off Lorong Chuan, with Lorong Chuan MRT (CC14) about 520 metres away. The tender closed on 8 July 2025, and the development is now at the pre-launch stage, with around 550 homes planned by Sing Holdings Residential Pte Ltd (65%) and Sunway Developments Pte Ltd (35%).
That is a useful contrast with the sites in the new release. East Coast Road and Serangoon North View are still at the start of their journeys, whereas the Chuan Grove site has a closed tender and named developers.
